										<content:encoded><![CDATA[Alberta’s government is offering millions of free rapid testing kits to public, private and not-for-profit employers and service providers provincewide.

At least two million rapid tests will be available for businesses and sectors in Alberta. This follows the successful rollout of more than 1.2 million rapid tests to long-term care facilities, schools, outbreak sites, hospitals, homeless shelters and industries across the province.

Any employer or service provider in Alberta can apply for the free rapid tests.

“Rapid testing kits have been used successfully in long-term care, shelters, and large worksites to keep Albertans safe. This expansion of our rapid testing program supports our overall COVID-19 strategy, to shield those most at risk, to protect lives and livelihoods, and adapt our actions to new evidence as it comes. I am pleased that we are able to give businesses and service providers another tool for screening cases early and breaking the chain of transmission.”

To be eligible for rapid testing kits, employers and service providers must submit a screening program plan that outlines:
<ul>
 	<li>protocols for administering the tests</li>
 	<li>the use of personal protective equipment</li>
 	<li>processes for reporting results and managing individuals who screen positive.</li>
</ul>
A health-care provider is required to oversee the organization’s screening program. However, the tests can be administered by a trained layperson, and self-administration is permissible under certain conditions.

While anyone can apply, Alberta’s government will prioritize businesses or organizations involved with vulnerable populations, high-risk settings and workplaces, first responders, essential services and critical industry, and sectors that support the reopening of economic and social activities.

Rapid COVID-19 tests can help identify pre-symptomatic and asymptomatic cases so they can be isolated early. Individuals with symptoms should continue to be tested by scheduling through <a href="https://myhealth.alberta.ca/Journey/COVID-19/Pages/COVID-Self-Assessment.aspx" data-saferedirecturl="https://www.google.com/url?q=https://myhealth.alberta.ca/Journey/COVID-19/Pages/COVID-Self-Assessment.aspx&amp;source=gmail&amp;ust=1616613540767000&amp;usg=AFQjCNFwZn_MVppUZ4LnwwFhWVf5uMOhIg">Alberta Health Service’s online self-assessment tool</a>.

Alberta’s government is responding to the COVID-19 pandemic by protecting lives and livelihoods with precise measures to bend the curve, sustain small businesses and protect Alberta’s health-care system.

 	<li>Rapid tests will be provided for free to all successful applicants.</li>
 	<li>Alberta has received approximately 2.6 million rapid tests since October 2020, with an additional one million expected before the end of April.</li>
 	<li>Organizations are responsible for all costs related to establishing and operating their screening programs and assume all medical and legal responsibilities associated with them.</li>

										<content:encoded><![CDATA[ستثمر الخطة الرأسمالية العامة لموازنة عام 2021 ما يقرب من 21 مليار دولار تقريبًا على مدار ثلاث سنوات لدعم اقتصاد ألبرتا واستحداث 90,000 وظيفة جديدة.

تستثمر الخطة الرأسمالية مبلغ 20.7 مليار دولار على مدار ثلاث سنوات، بزيادة 1.7 مليار دولار في عام 2021 &#8211; 2022 عن ميزانية عام 2020، بحيث يعكس ذلك التزام الحكومة بإطلاق المشاريع الجاهزة للعمل وعودة سكان ألبرتا للعمل في وظائف مجزية.

										<content:encoded><![CDATA[Police in Sydney and Edmonton have arrested the people allegedly behind a plot to extort money from the MP by harassing his family, who live in Australia.

An international scheme to extort money from an Iraqi politician by harassing his family in Australia came to an end this week after police in Sydney and Edmonton carried out simultaneous raids on the homes of the people allegedly behind the plot.

The New South Wales Police Force said on Wednesday that Strike Force Mulach, which was created to investigate “multiple violent incidents” since December 2019 at a home in the Chester Hill neighbourhood of Sydney, arrested two men, Luminous Touto, 24 and Zigalo Sigora, 22.

They have been charged with a number of offences, including “threatening death or grievous bodily harm” and “demand property by force in company with intent to steal.”

The target of the campaign was reportedly Ahmed Al Asadi, a senior Iraqi politician, who has dual citizenship in Iraq and Australia. He had fled Saddam Hussein’s regime, but has since returned to Iraq and is the MP for Baghdad. He was targeted for money. His family lives at the Sydney house and some of them were home at various times during the attacks.

On the other side of the world, Edmonton police also raided two addresses at noon on Tuesday and arrested Ghazi Shanta, 33, and Diana Kadri, 32, according to the Edmonton Police Service. The two have been charged with extortion and conspiracy to commit extortion. Police said they seized an “imitation firearm and electronic devices” from one location.

Detective Chief Superintendent Darren Bennett, the NSW Police state crime command director, said the motivation appeared to be financial and that demands of $10 million had been made.

“Our allegations will be that the mastermind behind this is the male in Canada and he has been directing criminal activity in Sydney,” Bennett said, according to the Sydney Morning Herald.

The incidents, catalogued in an Australian police news release, include a raid in December where four people in masks forced their way into the home. Police allege one of them was carrying a gun and it was used to hit a 16-year-old boy in the head.

“The men stole a sum of cash before fleeing the scene,” police said.

Eight months later, police responded to reports of a gunshot at the residence. Two adults, two teenagers and a child were at home, police said, but there were no injuries. On Feb. 5, a brick was thrown through the home’s front window and then, on Feb. 14, a threatening note was left on the porch and a fire was lit, police said.

“Throughout this time, the family received various demands for money and threats to their welfare via social media and letters left at their home,” Australian police said.

										<content:encoded><![CDATA[More than 1.79 million Albertans will receive the COVID-19 vaccine this spring under Phase 2 of Alberta’s vaccine distribution strategy.

Phase 2 vaccinations will be offered in a staged approach and once completed, will have vaccinated anyone aged 50 to 74 years, anyone with high-risk underlying health conditions, First Nations and Métis people aged 35 and older, residents and staff in congregate living settings, and eligible caregivers.

Phase 2 is targeted to begin in April, depending on the supply of vaccine.

“Alberta’s vaccine roll-out has always prioritized people who are most at risk from COVID-19 and Phase 2 is no different. We have listened to advice from public health experts and our Vaccine Task Force to identify those at-risk Albertans. By the time Phase 2 is complete, 1.79 million more Albertans will have received COVID-19 vaccination, and we will be able to move onto vaccinating the general public. Our province is ready to get vaccines into the arms of Albertans as quickly as possible. However, this relies on Alberta getting the right supply of vaccines from Ottawa, on time. We need the federal government to end the delays so we can get the job done.”

Detailed information on how eligible Albertans will receive the vaccine will be released prior to each step in Phase 2. The timeline for starting each phase is dependent on vaccine supply and availability. Alberta relies on the federal government to distribute vaccine to the province.

Work to identify sequencing for all other groups is underway.

All vaccinated individuals are expected to continue to follow health guidelines and restrictions.

Alberta’s government is responding to the COVID-19 pandemic by protecting lives and livelihoods with precise measures to bend the curve, sustain small businesses and protect Alberta’s health-care system.

										<content:encoded><![CDATA[Fears are mounting that Canada could see a third wave of COVID-19 infections in the coming weeks, as variants of the novel coronavirus spread even to remote regions of the country.

Though case counts are dropping and vaccinations are expected to pick up again this week after a month-long slowdown, mutations of the SARS-CoV-2 virus are threatening the progress made this month.

The “second wave” in Canada’s epidemiological curve has been trending downward for weeks, with the seven-day national average dropping from about 8,000 daily cases in early January to less than 3,000 over Valentine’s Day weekend.

But experts are concerned that vaccinations won’t be able to outpace the spread of coronavirus variants as parts of the country slowly begin to reopen. Officials have logged more than 500 cases of more transmissible strains of the virus, likely a hugely underestimated figure. Two <a href="https://www.ctvnews.ca/canada/variants-may-have-spread-to-two-remote-first-nations-in-manitoba-1.5310383" target="_blank" rel="noopener">remote First Nations</a> communities have even logged probable cases of B.1.1.7, the strain that was first detected in the U.K.

“It’s really a race against time,” Dr. Anna Banerji, the director of global and Indigenous health at the University of Toronto’s Temerty Faculty of Medicine, told CTVNews.ca over the phone Tuesday. “But I think if we can get enough people vaccinated, especially high-risk people vaccinated, then we hopefully won’t have a third wave.”
<h3><strong>THE IMPORTANCE OF STAYING HOME</strong></h3>
Banerji said there are reasons for optimism, mainly the expected “big lift” in vaccination shipments beginning this week, and the promise of warmer weather in the coming months that could help virus transmission drop, as it did last summer.

Plus, Banerji is hopeful that Canadians have learned their lesson after December holiday gatherings fuelled the second wave that peaked in January. The threat of another lockdown could be enough to keep people from taking health risks, she said

“We’re on thin ice now as far as people and their tolerance. I’m hopeful most people will stay at home knowing that a third wave is possible,” she said.

But other experts fear that Canada’s biggest province is moving too quickly in paring down health protocols. In Ontario, Premier Doug Ford called the gradual loosening of restrictions in some parts of the province this week a “transition” instead of a “reopening.”

Dr. Christopher Labos, a cardiologist and epidemiologist in Montreal, said it could be dangerous.

“Just because you can do something doesn’t mean you should,” he told CTV News Channel on Tuesday. “We have to acknowledge that our behaviour changes the game. We might find ourselves back in the [same] situation we were in December.”
<h3><strong>VARIANTS A &#8216;WILD CARD&#8217;</strong></h3>
That risk could be even greater now that three different variants of SARS-CoV-2 have been identified in Canada.

“They are the wild card,” said Labos, noting that the COVID-19 vaccines currently in circulation appear to work against the B.1.1.7 variant.

But the other variants, which originated in South Africa and Brazil, may not be as easily thwarted by the jab, CTV’s Infectious Disease Specialist Dr. Abdu Sharkawy told CTV News Ottawa last week. Less is known about the B.1.351 and P.1 variants, which are just <a href="https://www.ctvnews.ca/health/coronavirus/tracking-variants-of-the-novel-coronavirus-in-canada-1.5296141" target="_blank" rel="noopener">emerging in Canada</a>.

“They are certainly more transmissible, and they seem to cause more deadly disease than the non-mutant strain. We’ve got our work cut out for us over the next few months,” Sharkawy said, noting the sudden surge in variant cases in Newfoundland and Labrador this month as a “cautionary tale” of variant spread.

The province of Newfoundland and Labrador had been relatively unscathed since March of 2020. But so far this year, it has nearly doubled its total case count. This month alone, the province of just over half a million people added more than 300 new infections, largely driven by the B.1.1.7 variant.

“Between the lifting of the restrictions, the arrival of the variants in really large numbers, it is not too early to talk about the third wave. Plan for it. Be ahead of it,” Dr. Hassan Masri, an ICU physician and associate professor at the University of Saskatchewan, said Wednesday on CTV News Channel.

Canadian health units have officially identified 565 cases of the three variants, mostly B.1.1.7, but that “real number” is likely in the thousands since testing for the variants differs across the country and not everyone will get tested.

“The numbers are actually much worse in terms of variants and therefore we really need to be ahead of the curve,” he said. “We need to plan aggressively for this third wave. It’s coming and it’s just a matter of time.”

In addition to public health restrictions and continued vaccination efforts, some experts are stressing the need for increased testings and particularly the use of rapid test kits, which sit in storage in some provinces.

“At this point in time, I think we have to anticipate that these variants will continue to spread,” he said, adding that testing infrastructure should be in place for schools and other facilities that plan to reopen. Rapid testing is cost-effective, practical and easy to use, he said, while acknowledging they aren’t quite as reliable as lab tests.

										<content:encoded><![CDATA[<em>Step 1 of Alberta’s four-step framework to ease restrictions is underway as pressure eases on the health system and hospitalizations remain below 600.</em>

School-related and limited indoor and outdoor children’s sport and performance activities, one-on-one indoor personal fitness with a trainer, and dine-in service at restaurants, cafés and pubs are now permitted provincewide.

“This is a cautious step forward that protects both lives and livelihoods and it is only possible thanks to the hard work and sacrifice of Albertans. Together, we are beginning to pave a path forward for our people, our economy, and our health-care system. We’ve bent the curve and need to keep on bending it in the weeks ahead.”

“It is important for us all to remember that there is a reason we are moving slowly to lift restrictions – the fact that we have seven times more COVID-19 cases in hospital and intensive care than we did in May last year. It is more important than ever that we each follow public health measures every day. We need to harness our collective power to prevent cases from rising so we can protect one another and the health-care system.”

Indoor masking and distancing requirements will remain in place throughout this stepped approach, and some degree of restrictions will still apply to all activities within each step.
<h3>Step 1 currently in effect: Hospitalization benchmark – 600 and declining</h3>
<h3>Indoor and outdoor children’s sport and performance</h3>
<ul>
 	<li>K-12 schools and post-secondary children’s sport and performance activities, such as physical education classes, can now use off-site facilities to support curriculum-related educational activities.</li>
 	<li>Lessons, practices and conditioning activities, but not games, may occur for indoor team-based minor sports/activities and school athletics.</li>
</ul>
<ul>
 	<li style="list-style-type: none;">
<ul>
 	<li>All participants must be 18 years old or younger, excluding coaches or trainers.</li>
 	<li>Maximum of 10 individuals, including all coaches, trainers and participants.</li>
 	<li>Participants must stay physically distanced from each other at all times.</li>
</ul>
</li>
</ul>
<h3>Indoor fitness</h3>
<ul>
 	<li>One-on-one individual and one-on-one household training is now permitted for indoor fitness activities (e.g., fitness in dance studios, training figure skating on ice, one-on-one lessons).</li>
</ul>
<ul>
 	<li style="list-style-type: none;">
<ul>
 	<li>People in one-on-one sessions cannot interact with others and there must be a minimum of three metres between sessions in the same facility.</li>
 	<li>Trainers must be professional, certified and/or paid trainers who are providing active instruction and correction. Passive supervision of a physical activity is not considered training.</li>
 	<li>Sessions have to be scheduled or by appointment.</li>
 	<li>No drop-in for individuals or groups is allowed.</li>
 	<li>No sports games, competitions, team practice, league play or group exercise of any kind is currently permitted.</li>
 	<li>Trainers should remain masked during the session; clients are not required to wear a mask while exercising.</li>
</ul>
</li>
</ul>
<ul>
 	<li>More than one trainer and client ‘pair’ are allowed into the facility, studio, rink, court, pool, ice surface, etc., as long as:</li>
</ul>
<ul>
 	<li style="list-style-type: none;">
<ul>
 	<li>Each trainer and client stays three metres away from all other trainers and clients at all times, including in entryways and exits.</li>
 	<li>Each trainer only interacts with their assigned client, and each client only interacts with their assigned trainer.</li>
 	<li>No interaction between clients or between trainers is allowed.</li>
 	<li>No ‘cycling through’ multiple trainers, as in circuit training.</li>
</ul>
</li>
</ul>
<h3>Restaurants, cafés and pubs</h3>
<ul>
 	<li>Restaurants, cafés and pubs can now reopen for dine-in services.</li>
</ul>
<ul>
 	<li style="list-style-type: none;">
<ul>
 	<li>Establishments must collect the contact information of one person from the dining party.</li>
 	<li>Up to a maximum of six people per table is allowed; individuals must be from the same household or the two close contacts for people living alone.</li>
 	<li>Liquor service ends at 10 p.m.</li>
 	<li>In-person dining must close by 11 p.m.</li>
 	<li>Entertainment is not permitted (e.g., no VLTs, pool tables, live music).</li>
</ul>

</ul>
A decision on <a href="https://www.alberta.ca/enhanced-public-health-measures.aspx#PathForward" data-saferedirecturl="https://www.google.com/url?q=https://www.alberta.ca/enhanced-public-health-measures.aspx%23PathForward&amp;source=gmail&amp;ust=1612982151430000&amp;usg=AFQjCNFH0nS-pthujC6yXJ6zMbbQzL6ZHA">Step 2</a> will be made if, on Feb. 28, there are 450 or fewer hospitalizations and the number is declining. The same re-evaluation period will be used for all subsequent steps.

Metrics based on cases and growth, including COVID-19 variants, are being monitored and will also be used to guide any decisions around the need to pause further steps or potentially increase restrictions.

Alberta’s government is responding to the COVID-19 pandemic by protecting lives and livelihoods with precise measures to bend the curve, sustain small businesses and protect Alberta’s health-care system.
